We are seeking an experienced Billing Engineer - Civil to verify contractor bills, measurements, quantities, variations and claims for construction of a large-scale AI Data Center campus in Odisha. The role will provide owner-side commercial and technical checks for civil, structural, architectural and external-development packages, ensuring that payments are supported by verified work, approved contract rates, valid records and applicable contractual provisions.
The position will work closely with the CSA Program, site engineers, Civil QA/QC Engineer, planning team, contracts and commercial teams, Owner's Engineer, cost consultant and contractors. The successful candidate must combine strong quantity-surveying and civil-construction knowledge with disciplined documentation, commercial awareness and the ability to challenge unsupported billing or claims objectively.
Contractor Billing Review Review interim payment applications, running account bills and final bills submitted by civil, structural and architectural contractors. Check billed quantities against approved drawings, bills of quantities, measurement sheets, site records and actual completed work. Verify applicable contract rates, taxes, retention, advances, recoveries, deductions and other commercial adjustments. Ensure only approved, accepted and contractually payable work is recommended for payment. Identify duplicate, premature, unsupported or incorrectly classified billing items. Prepare clear bill-checking summaries and recommendations for certification by authorized stakeholders. 2. Measurement and Quantity Verification Carry out or witness joint measurements with contractor and site representatives. Verify measurement books, quantity sheets, level records, survey information and supporting calculations. Check quantities for earthworks, concrete, reinforcement, formwork, structural steel, masonry, waterproofing, roofing, finishes, roads, drainage and external works. Reconcile theoretical, issued, installed, wasted and returned quantities for major materials where required. Confirm that concealed works are supported by approved inspection and measurement records before covering. Maintain traceable records linking billed quantities to drawings, work locations, dates and acceptance documentation. 3. BOQ and Contract Rate Administration Maintain the approved BOQ, contract-rate schedule, quantity changes and payment status for assigned packages. Interpret item descriptions, preambles, method-of-measurement provisions, inclusions and exclusions. Identify BOQ quantity overruns, underruns, omitted items, substituted work and potential remeasurement exposure. Check rate applicability for similar or related items and avoid arbitrary use of non-contract rates. Support preparation and assessment of new-rate analyses for non-BOQ or varied work. Maintain current records of approved rates, provisional sums, allowances and commercial instructions. 4. Variations and Change Evaluation Review contractor variation submissions for contractual entitlement, quantity, rate, substantiation and approval status. Compare proposed changes against original scope, approved drawings, specifications and instructions. Validate quantity impact using drawings, measurement records and site verification. Prepare independent cost assessments and support negotiation of variation values. Maintain a variation register showing submission, assessment, approval, forecast and payment status. Ensure changed work is not paid as a variation when already included within the contractor's original scope. 5. Claims Checking and Commercial Support Conduct preliminary review of contractor claims relating to additional cost, disruption, prolongation, idle resources, acceleration or changed conditions. Check whether claims are supported by timely notices, contract clauses, site records, instructions, schedules and cost evidence. Coordinate with planning and execution teams to verify event chronology, causation and actual impact. Challenge unsupported assumptions, inflated quantities, duplicated cost and unverified resource claims. Prepare factual claim-assessment notes for review by contracts, commercial and legal stakeholders. Maintain claims logs and ensure payment certification does not prejudice the Owner's contractual position. 6. Progress and Cost Reconciliation Reconcile certified financial progress with physical progress reported by project controls and site teams. Compare billed quantities with planned quantities, installed quantities and completed milestones. Identify abnormal billing trends, front-loading, delayed measurement and cost exposure. Prepare package-level commitments, certified value, pending bills, variations and forecast summaries. Support monthly cost reports, cash-flow forecasts and estimate-at-completion reviews.
